我国"入世"以后,互联网增值业务将迅速地国际化,这对于我国刚刚起步的电子商务产业,不得不面对境外商业机构的先进管理经验和技术的挑战。如何把严峻的挑战转化成为发展的机遇,成为中国电子商务产业化进程中亟待解决的重要问题。否则我们将在全球化新经济浪潮的激烈竞争中,丧失已有优势和退出已有的市场。

    一(yi)、我(wo)国电(dian)子商(shang)务(wu)面(mian)临的(de)(de)(de)不足(zu)与大多(duo)数国家(jia)一(yi)样,中(zhong)国电(dian)子商(shang)务(wu)随着互联网用(yong)户的(de)(de)(de)增(zeng)长(zhang)而发展(zhan),虽然我(wo)国的(de)(de)(de)互联网用(yong)户每年都在大幅(fu)度(du)增(zeng)长(zhang),基(ji)于网络的(de)(de)(de)电(dian)子交易(yi)也取(qu)得了可喜的(de)(de)(de)进步(bu),但(dan)仍面(mian)临着许多(duo)不足(zu):

    1.电子商务(wu)实(shi)际交易额不大

    中(zhong)(zhong)国是(shi)世界(jie)上(shang)拥有互联网(wang)用户(hu)数(shu)(shu)量(liang)(liang)最多(duo)的(de)(de)(de)(de)(de)(de)国家之(zhi)一,但我国互联网(wang)的(de)(de)(de)(de)(de)(de)绝大多(duo)数(shu)(shu)用户(hu),目前(qian)基本上(shang)还处在浏览免(mian)费信息(xi)的(de)(de)(de)(de)(de)(de)初(chu)级阶段。以网(wang)络作为工具平台使用的(de)(de)(de)(de)(de)(de)电子(zi)交(jiao)易活动则(ze)是(shi)刚(gang)刚(gang)起步,网(wang)络交(jiao)易中(zhong)(zhong)的(de)(de)(de)(de)(de)(de)运营规则(ze)、服务(wu)方(fang)法尚(shang)不(bu)规范,服务(wu)的(de)(de)(de)(de)(de)(de)覆(fu)盖范围分布不(bu)均,基本上(shang)局限在大、中(zhong)(zhong)城市(shi)和(he)周边(bian)区域,与传统商业方(fang)式(shi)(shi)(shi)的(de)(de)(de)(de)(de)(de)贸(mao)(mao)易额覆(fu)盖面(mian)相比,电子(zi)商务(wu)的(de)(de)(de)(de)(de)(de)比例甚小。换(huan)言之(zhi),中(zhong)(zhong)国电子(zi)商务(wu)的(de)(de)(de)(de)(de)(de)产(chan)值在国民经济总(zong)值中(zhong)(zhong)所占(zhan)比例不(bu)大,能够(gou)形成大产(chan)值和(he)高利(li)润(run)的(de)(de)(de)(de)(de)(de)电子(zi)商务(wu)形式(shi)(shi)(shi),即商家之(zhi)间的(de)(de)(de)(de)(de)(de)电子(zi)贸(mao)(mao)易数(shu)(shu)量(liang)(liang)还很少(shao),距离国际公认(ren)的(de)(de)(de)(de)(de)(de)"商业之(zhi)间的(de)(de)(de)(de)(de)(de)网(wang)络交(jiao)易,(B to B方(fang)式(shi)(shi)(shi))"应占(zhan)电子(zi)商务(wu)总(zong)交(jiao)易量(liang)(liang)80%以上(shang)的(de)(de)(de)(de)(de)(de)经济指标,相差甚远(yuan)。2.网(wang)上(shang)交(jiao)易环境不(bu)完善(shan)

    国(guo)际(ji)化电(dian)(dian)(dian)(dian)子(zi)(zi)商(shang)(shang)(shang)(shang)务(wu)(wu)(wu)(wu)(wu)(wu)环(huan)境(jing)的(de)(de)(de)(de)(de)(de)特(te)(te)征(zheng),以银行卡结算为(wei)(wei)前提,以网络(luo)数(shu)字证(zheng)书(shu)安(an)全(quan)认(ren)证(zheng)体系(xi)(xi)(xi)为(wei)(wei)交易信(xin)任(ren)基础,以全(quan)程物流(liu)配送为(wei)(wei)用户服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)支(zhi)(zhi)撑,讲究(jiu)和(he)突(tu)出个性(xing)化的(de)(de)(de)(de)(de)(de)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)形式,充分(fen)体现(xian)出社(she)会资(zi)(zi)源的(de)(de)(de)(de)(de)(de)共享性(xing)和(he)协作性(xing)。我(wo)(wo)国(guo)目前的(de)(de)(de)(de)(de)(de)电(dian)(dian)(dian)(dian)子(zi)(zi)商(shang)(shang)(shang)(shang)务(wu)(wu)(wu)(wu)(wu)(wu)特(te)(te)征(zheng)是,个人小(xiao)金(jin)额消(xiao)费(fei)、现(xian)金(jin)支(zhi)(zhi)付(fu)结算是当(dang)前电(dian)(dian)(dian)(dian)子(zi)(zi)商(shang)(shang)(shang)(shang)务(wu)(wu)(wu)(wu)(wu)(wu)交易行为(wei)(wei)的(de)(de)(de)(de)(de)(de)主(zhu)流(liu),经(jing)(jing)营(ying)电(dian)(dian)(dian)(dian)子(zi)(zi)商(shang)(shang)(shang)(shang)务(wu)(wu)(wu)(wu)(wu)(wu)的(de)(de)(de)(de)(de)(de)公司数(shu)量虽不(bu)少,基本上(shang)(shang)(shang)没(mei)(mei)(mei)有(you)脱离信(xin)息流(liu)较发(fa)达,银行结算资(zi)(zi)金(jin)流(liu)渠道不(bu)畅,现(xian)代(dai)物流(liu)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)脱节的(de)(de)(de)(de)(de)(de)营(ying)业状态,属初级阶段电(dian)(dian)(dian)(dian)子(zi)(zi)商(shang)(shang)(shang)(shang)务(wu)(wu)(wu)(wu)(wu)(wu)发(fa)展(zhan)阶段。加(jia)上(shang)(shang)(shang)国(guo)内(nei)各(ge)地域经(jing)(jing)济环(huan)境(jing)的(de)(de)(de)(de)(de)(de)制约,难(nan)以发(fa)挥(hui)出网上(shang)(shang)(shang)交易超越时(shi)间和(he)空间障碍的(de)(de)(de)(de)(de)(de)优势(shi),发(fa)展(zhan)速度(du)和(he)实际(ji)收效并不(bu)像人们预期的(de)(de)(de)(de)(de)(de)那样好。析其原因,一(yi)方面,政府对推动电(dian)(dian)(dian)(dian)子(zi)(zi)商(shang)(shang)(shang)(shang)务(wu)(wu)(wu)(wu)(wu)(wu)发(fa)展(zhan)的(de)(de)(de)(de)(de)(de)政策支(zhi)(zhi)持力(li)度(du)尚(shang)不(bu)足(zu),我(wo)(wo)国(guo)尚(shang)无形成(cheng)完善(shan)(shan)的(de)(de)(de)(de)(de)(de)电(dian)(dian)(dian)(dian)子(zi)(zi)交易服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)体系(xi)(xi)(xi),没(mei)(mei)(mei)有(you)形成(cheng)规范化、有(you)影响力(li)的(de)(de)(de)(de)(de)(de)电(dian)(dian)(dian)(dian)子(zi)(zi)商(shang)(shang)(shang)(shang)务(wu)(wu)(wu)(wu)(wu)(wu)综合服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)平(ping)台(tai)作为(wei)(wei)发(fa)展(zhan)电(dian)(dian)(dian)(dian)子(zi)(zi)商(shang)(shang)(shang)(shang)务(wu)(wu)(wu)(wu)(wu)(wu)的(de)(de)(de)(de)(de)(de)支(zhi)(zhi)撑环(huan)境(jing),国(guo)民的(de)(de)(de)(de)(de)(de)消(xiao)费(fei)习(xi)惯还(hai)没(mei)(mei)(mei)有(you)普遍认(ren)可(ke)电(dian)(dian)(dian)(dian)子(zi)(zi)商(shang)(shang)(shang)(shang)务(wu)(wu)(wu)(wu)(wu)(wu)的(de)(de)(de)(de)(de)(de)氛(fen)围。另一(yi)方面,我(wo)(wo)国(guo)电(dian)(dian)(dian)(dian)子(zi)(zi)商(shang)(shang)(shang)(shang)务(wu)(wu)(wu)(wu)(wu)(wu)的(de)(de)(de)(de)(de)(de)神经(jing)(jing)中枢-电(dian)(dian)(dian)(dian)子(zi)(zi)商(shang)(shang)(shang)(shang)务(wu)(wu)(wu)(wu)(wu)(wu)数(shu)字证(zheng)书(shu)应用机制和(he)安(an)全(quan)认(ren)证(zheng)服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)体系(xi)(xi)(xi)还(hai)没(mei)(mei)(mei)有(you)在统一(yi)的(de)(de)(de)(de)(de)(de)规划下建立起(qi)来。在网络(luo)交易中没(mei)(mei)(mei)有(you)建立完善(shan)(shan)的(de)(de)(de)(de)(de)(de)安(an)全(quan)可(ke)信(xin)身(shen)份识别(bie)体系(xi)(xi)(xi),则无从(cong)谈到与国(guo)际(ji)信(xin)任(ren)体系(xi)(xi)(xi)的(de)(de)(de)(de)(de)(de)接轨(gui)。这是在网络(luo)交易中,造成(cheng)商(shang)(shang)(shang)(shang)家和(he)消(xiao)费(fei)者心理上(shang)(shang)(shang)同时(shi)缺乏信(xin)任(ren)感和(he)安(an)全(quan)感,电(dian)(dian)(dian)(dian)子(zi)(zi)商(shang)(shang)(shang)(shang)务(wu)(wu)(wu)(wu)(wu)(wu)普及化进程不(bu)快的(de)(de)(de)(de)(de)(de)最主(zhu)要原因。3.服(fu)(fu)务(wu)(wu)(wu)(wu)(wu)(wu)规范有(you)待建立

    在电(dian)子(zi)(zi)交易过程(cheng)中,参与(yu)各(ge)方之间的利益(yi)(yi)如何保障,经(jing)营职(zhi)责如何划分,无论(lun)是(shi)网络(luo)的差错还是(shi)人(ren)为的因(yin)素(su),都可(ke)能(neng)(neng)引发争执甚(shen)至法(fa)律诉讼。当(dang)遇到法(fa)律裁决时,各(ge)方的职(zhi)责义务和(he)应(ying)有的权(quan)益(yi)(yi),同样由于欠(qian)缺(que)(que)网络(luo)数字证(zheng)书(网络(luo)身份证(zheng))和(he)安(an)全认(ren)证(zheng)体(ti)系,无法(fa)明(ming)确法(fa)律上的界定。也导(dao)致了(le)一些投机(ji)者甚(shen)至利用我国这一暂(zan)时的缺(que)(que)陷,制造出多种"网络(luo)陷阱"事件,伤害消费者权(quan)益(yi)(yi),谋取非法(fa)利益(yi)(yi),引发出了(le)一系列的网络(luo)信(xin)任危(wei)机(ji),这也说明(ming)我国当(dang)前电(dian)子(zi)(zi)商务服务规章和(he)立法(fa)的工作(zuo)亟(ji)待健全,制度建设滞后于电(dian)子(zi)(zi)商务产业化发展的局面亟(ji)待改变。4.服务功能(neng)(neng)单一,引导(dao)客户消费的能(neng)(neng)力不足

    当前(qian)我国电子商(shang)(shang)务(wu)(wu)(wu)的(de)(de)(de)经营者,多以网络(luo)科(ke)(ke)技公(gong)(gong)司(si)(si)为(wei)主,这些企(qi)业(ye)一般比较年轻,具有科(ke)(ke)技敏(min)感性强,主动(dong)出击性能(neng)力(li)(li)强,拥有较好的(de)(de)(de)技术(shu)手段等优势。例如,网络(luo)公(gong)(gong)司(si)(si)能(neng)够迅速地制作出非常(chang)漂亮的(de)(de)(de)网站(zhan)页面吸引住网民(min)的(de)(de)(de)视线(xian),也能(neng)快速地征集到部分(fen)低价位的(de)(de)(de)小(xiao)商(shang)(shang)品,提(ti)供(gong)商(shang)(shang)业(ye)风险不大的(de)(de)(de)用户(hu)销售服(fu)(fu)务(wu)(wu)(wu)。但网络(luo)科(ke)(ke)技公(gong)(gong)司(si)(si)的(de)(de)(de)突出劣势是缺乏对中国特色商(shang)(shang)业(ye)服(fu)(fu)务(wu)(wu)(wu)企(qi)业(ye)的(de)(de)(de)全面质量(liang)(liang)管理的(de)(de)(de)经验,缺乏对客户(hu)提(ti)供(gong)个(ge)性化商(shang)(shang)业(ye)服(fu)(fu)务(wu)(wu)(wu)的(de)(de)(de)综合(he)能(neng)力(li)(li),容(rong)易忽视对销售产品的(de)(de)(de)质量(liang)(liang)管理,提(ti)供(gong)社会化服(fu)(fu)务(wu)(wu)(wu)的(de)(de)(de)资(zi)源(yuan)共(gong)享能(neng)力(li)(li)较差。网络(luo)科(ke)(ke)技公(gong)(gong)司(si)(si)擅长的(de)(de)(de)"圈钱炒作"、"装饰门面"现象还(hai)普遍存在。换言之,当前(qian)在中国电子商(shang)(shang)务(wu)(wu)(wu)应用与服(fu)(fu)务(wu)(wu)(wu)前(qian)线(xian)拼杀的(de)(de)(de)仅是以网络(luo)科(ke)(ke)技公(gong)(gong)司(si)(si)为(wei)主体(ti)的(de)(de)(de)"科(ke)(ke)技生力(li)(li)军(jun)(jun)",而(er)真正的(de)(de)(de)综合(he)型电子商(shang)(shang)务(wu)(wu)(wu)"服(fu)(fu)务(wu)(wu)(wu)实力(li)(li)军(jun)(jun)"还(hai)尚未到达前(qian)线(xian)阵地。

    二、建立中国特色电子(zi)商(shang)务(wu)环(huan)境(jing),应对国际化挑战1.电子(zi)商(shang)务(wu)综合性服务(wu)将迅速崛起

    我国(guo)(guo)"入世"后,国(guo)(guo)际资本被允许(xu)参与(yu)我国(guo)(guo)的(de)(de)互(hu)联(lian)网增值服务(wu),商(shang)(shang)(shang)(shang)业(ye)(ye)银行、物流配(pei)送等行业(ye)(ye)大范围(wei)开放。直接刺(ci)激着国(guo)(guo)际运营商(shang)(shang)(shang)(shang)涌入我国(guo)(guo)参与(yu)电子(zi)商(shang)(shang)(shang)(shang)务(wu)运营。我国(guo)(guo)主流大型企(qi)业(ye)(ye)和商(shang)(shang)(shang)(shang)业(ye)(ye)服务(wu)机构正在加快调整经营策略(lve)步伐,积极(ji)制定企(qi)业(ye)(ye)信息化与(yu)电子(zi)商(shang)(shang)(shang)(shang)务(wu)的(de)(de)发展(zhan)战(zhan)略(lve)。可(ke)以想象,以综合(he)服务(wu)品牌为主的(de)(de)电子(zi)商(shang)(shang)(shang)(shang)务(wu)市场(chang)竞争(zheng)将(jiang)会十分激烈。
